Practical approach
Add the relevant product, freight and handling costs, then divide by the accepted usable quantity. Keep taxes and recoverable charges consistent between options.
Illustrative arithmetic: a total attributable cost of 900 for 4.5 usable litres gives 200 per usable litre. The currency and included charges must be stated.
