The empty space above a fill is part of the packaging configuration. It should not be changed casually to improve appearance or nominal capacity.

Practical approach
Use the approved bottle and fill specification, including relevant closure and storage requirements.
Filling a bottle closer to the brim changes the package even when the formulation itself is unchanged.
Decision limits
Do not assume that minimizing headspace is always beneficial or that a larger bottle permits arbitrary overfilling.
