Practical approach
Evaluate the approved insert with the actual formulation at several practical fill levels. Record controlled orientations and whether users can apply a repeatable amount.
A nearly empty bottle may dispense in an intermittent stream while the full bottle produces individual drops. Instructions may need to address that difference.
Decision limits
Do not enlarge the insert opening as an improvised fix. Review component selection with the packaging and formulation suppliers.
