Practical approach
Use the same eligible orders and unit definition throughout the calculation.
Supplying 950 of 1,000 requested bottles gives a 95% unit fill rate, but does not reveal how many customers received complete orders.
Decision limits
Report the complementary order measure when customer completeness matters.
